About the Event

This interactive legislative training moves beyond theory and into action. Nurses will not just learn how the California legislative system works — they will actively walk through it. Participants will research their own legislators, track a live bill, draft and send an introductory email, and practice real-world advocacy scenarios. This training is designed to build confidence, clarity, and consistent engagement. This is about building muscle memory. You won’t just learn the process — you’ll practice it.


What You Will Be Able To Do

By the end of this session, participants will be able to:

• Track and analyze a California bill using official state tools

• Identify and research their state legislators and priorities

• Draft and send a professional advocacy email

• Navigate fact sheets, amendments, and legislative materials

• Engage strategically through both personal and association advocacy channels

• Confidently participate in legislator meetings



Agenda Overview (2 Hours)


Welcome + Framing (5 min)

Setting expectations and shifting from awareness to action.


How a Bill Becomes Law in California (15 min)

Legislative calendar, deadlines, committees, suspense file, amendments, votes, Governor action.

Live walkthrough of a real bill on leginfo.legislature.ca.gov.


Legislator Research Lab (15 min)

Participants will:

• Identify their Assemblymember and Senator

• Review committee assignments and issue priorities

• Subscribe to newsletters

• Document recent legislative priorities


Legislative Engagement Sequence (30–35 min)

Workshop format with templates provided.

Participants will draft and send their first constituent introduction email during the session.


Engagement Flow Includes:

Introductory constituent email

• Follow-up with story or resource

• Timely update before a vote

• Thank-you and relationship maintenance

• Tone, timing, brevity, and formatting guidance included.


Association-Level Advocacy (10–15 min)

How to plug into ANA\California’s broader advocacy efforts:

• Position statements

• Sign-on letters

• Calls-to-Action

• Testimony opportunities


Understanding Legislative Materials (15 min)

Practical use cases for:

• Fact sheets

• Bill text

• Amendments

• Floor alerts

• Support/opposition letters


Roleplay: Legislator Meetings (25–30 min)

Scenario-based practice with two legislator personas:

• Engaged Ally

• Distracted Pragmatist


Wrap-Up + Next Steps (5 min)

Where to find bills.

How to track status.

How to engage consistently.

How to plug into ANA\California actions.

No prior advocacy experience required.
