ANA\California Condemns ICE Presence at Glendale Memorial Hospital

Sacramento, CA — The American Nurses Association\ California condemns the reports of U.S. Immigration and Customs Enforcement (ICE) agents stationed in the lobby and patient care areas of Glendale Memorial Hospital while a patient receives treatment. We join community advocates and legislators in calling on hospital leadership and state policymakers to reaffirm healthcare as a sanctuary where dignity, respect, and compassionate care are paramount. Under Provision 1 of the ANA Code of Ethics — “The nurse practices with compassion and respect for the inherent dignity, worth, and unique attributes of every person.” — nurses are ethically bound to ensure that all individuals seeking care do so in an environment free from fear, intimidation, or discrimination.


The presence of law enforcement in clinical spaces during bedside care undermines this ethical commitment and detracts from a safe healing environment. “Our nurses are dedicated to treating every patient with the utmost compassion and respect,” said ANA\C President Chris Tarver, DNP, RN, CNS, NEA-BC. “When the presence of enforcement personnel induces fear among patients or staff, it violates core nursing values and patient rights.” ANA\ C stands ready to support hospitals, lawmakers, and community advocates in ensuring that every Californian can access healthcare without fear. We reaffirm our unwavering commitment to Provision 1 — championing empathy, respect, and moral integrity in nursing practice.
